FMCSA's Electronic Driver Vehicle Inspection Reports final rule (91 FR 7893) was published February 19, 2026, and takes effect March 23, 2026. It clarifies that electronic format is explicit in Part 396. Paper remains allowed. The agency is not reinstating no-defect DVIR filing.
